If it is *overcast* , or if the sky or the day is *overcast* , the sky is completely covered with cloud and there is not much light. / meteorology (of the sky): more than 95 per cent cloud-covered

The new were blustering and blistering. The rest I knew already! Overcast is used in weather forecasts and in aviation you use eighths to describe how much. But overcast generally means 8/8ths ie the sky it totally covered by clouds ☁️

For "hot", you could also use "sultry". "It was a sultry day, good only for lounging around under a sunshade."
