There's a level 50, 70, 90, 110, 130 and 150 version of the weapon. You'll get the version that is closest to your level. When you're high level enogh to get the next version, you can but it from the special shop.

usually it will grow with you tensds to be how it is with stuff that comes with other things with artixgames like dragoncoins or ztokens or whatever but you might wunna look at the wiki it should say normally they grow every 10 levels

Is it any difference if im not lvl 150 yet, and buy the package and get the the Weapon, will it get more powerfuel when i get higher lvl? btw: im lvl 115 :) Just wondering, if it dont get more powerfuel its kinda waste so is it? ^^

Nah not the most powerful armor but still pretty good :P. The weapon is no match for some of the deadly no-proc weapons such as Krenos Essence Katana and Ultra Krieger Blade.
