Quarries dont build huge steel reenforced concrete bunkers to load rock into trucks , dont know yet what you have stumbled onto but we can figure it out I bet.

Yea man,,, that's just what the layout looks like, and it being an old Quarry I figured that's where they loaded the gravel, a conveyor brings the gravel up from the lake to the top of the concrete where there are signs of what use to be old bins or cyloes?
