I definitely see it "I know some shit about your heroes that you wouldn't believe." Go watch the Def Jux documentary and you can feel the jealousy from El-P. Listen to Rickety-Rackety afterward and El-P is just so... weak, comparatively. I could certainly see Aes looking on at El-P's "Imperfections and Flaws" and being "Baffled".

It's done intentionally. The beat is designed to be be off putting, and he uses the excess syllables the same way a child uses a stick to poke someone for attention. It's a tool. He's bringing your attention back to the lyrics. You should take a poetry class. Breaking the math is the easiest way to make someone snap out of autopiloting through the words.
