The last episode showed how the instructors had a rigid way of teaching instead of finding new ways to deliver knowledge to their student. They don't haven't encountered an exceptional person like Noor (note Noor was 14yrs) who was determined to be an Adventurer. If some episodes where they (the instructors) met you could tell that they took the responsibility of Noor not able to learn more than one skill in their schools but to be frank Noor has other skills but not fully developed, had it been he took that same energy the way he learned the parry he would have been someone to recon with.
