All the water that flows from Tibet into Brahmaputra belongs to China because the water source is in China's Tibet. Therefore China has absolute right to divert the water away for its own use.

Building dams just before another nation's border is a huge power play available to any nation that owns the upstream of a major river. However, the downstream nation holds the power to physically veto the upstream nations dam by building their own dam on their own side of the border. If India were to build a dam on their side of the border, even a cheap rudimentary dam, it would effectively give India complete control over the Chinese dam. This is because the Chinese dam can only function and create power if it can dam up the water on one side and selectively let it flow to the lower side, the key being "the lower side". If India built a dam on their side of the border and could fill up the water between the two dams, China would have nowhere to release the water built up by their dam, effectively rendering their dam useless, or at least rendering it only as useful as India allows it to be. This is the ultimate veto power I mentioned that downstream nations have, especially if the upstream nation built their dam right on the border of the downstream nation. This fact means that India has options to force China to either not build the dam at all, or to at least reach an agreement with India on the dams usage.

It is not a political issue but a geological issue in a tectonic plate overlap zone. There is only one major reason. A dam on the Tsangpo river has corresponding adverse effects as it flows as Brahmaputra river into East India. Further in the fault regions of Himalayas any unnatural hydraulic pressures could cause inundated subterranean slippage in the weak tectonic plate overlap. This could cause earthquakes, floods and inflict catastrophic changes of climate in North East India . There is a need to have joint safeguards between both countries and coordination thereof.
