Tim, the assembly who attend a General Council Meeting via Zoom are to be considered in all voting, as well as allowed to move to amend or add items to the agenda, correct? I am asking for my fellow tribal members who attend our monthly General Council Meetings via Zoom.

If this is an electronic meeting held in accordance with governing documents that authorize the holding of electronic meetings, then all members of the General Council who participate in the meeting are treated as though they are present in the meeting. This allows those members of the General Council who participate via Zoom to exercise all of the rights of membership that they would have if they were actually present in the meeting. See the following quotation from Robert's Rules of Order: "Under such conditions, an electronic meeting that is properly authorized in the bylaws is treated as though it were a meeting at which all the members who are participating are actually present." - RONR (12th ed.) 9:31 It's not clear from your post whether these tribal members are actually members of the General Council. The response above applies only to members of the General Council, and this response is based on Robert's Rules of Order and General Parliamentary Law. In general, only members of the body that is meeting have any rights in the meetings of that body. Specific rules of the organization may provide otherwise and may supersede the rules in Robert's Rules of Order.

Wow! Thank you, Sir Tim, for your very detailed response. The 7 members of the council are not to whom I am referring. I was asking about the actual tribal members that make up the assembly. Where I continue to get confused is when the word Assembly and Member are used. At times I think you are referring to the Assembly when using the words Member. Say all 7 council members are in attendance, the Chair, Vice Chair, Secretary/Treasury, and 4, At Large members of the council. Now considering the 25 Assembly members in attendance and 15 to 20 on Zoom. They are who I am referring to in my questioning of if they can add items to the agenda, and vote on adopting it. May I finish by saying thank you so much again for all the wonderful work you did on all your videos. I find them very easy to follow and enjoy learning from them. A new fan: Mike

@@Roamkido Mike, I'm glad you're enjoying the videos, and I hope you find them helpful. Under parliamentary law, only members of the body that is meeting have any rights in a meeting of that body, unless the rules of the organization provide otherwise. For example, in a meeting of a Tribal Council, only members of that Council have any rights. Anyone else who attends the Council meeting is a guest, even if they are general members of the association (tribe in this case). Such guests can be allowed to attend and can even be allowed to speak, but the granting of such permission is completely up to the Council by vote of the Council members. Keep in mind though, that the Council could NOT allow a nonmember of the Council to vote in a Council meeting. Once again, though, check the bylaws (or equivalent governing documents) of your association to see if there is any provision that gives certain rights to general members (such as the right to attend or speak at meetings of the Tribal Council). In such a case, those provisions would govern.
