They have to slowly implement it, you can't just do it all at once it's a very slow process to ease people into it, this is the fallout phase but it will be the norm for the next generation which is anyone born 2010 and above, they're all going to be the one's in a UBI Utopia

The real world effects of an AI using these workarounds, or other clever arrangements to complete it's programming...could be quite surprising, and possibly very dangerous. As soon as AI conversation is indistinguishable from live humans, likely later this year. An AI can be out perform the best human efforts at lying. It will the ultimate con artist, deft, insanely quick thinking, and absolutely authentic human being...talking on the phone with you. Unforeseen consequences...
