Literally the electrons. You fire enough of those, concentrated enough and you'll generate incredible heat.

Rub your hands together really fast, it's essentially the same principle except you're rubbing electrons against the metal and it's more of a collision than a rubbing action

The process has been used on nuclear storage devices for a few decades you can Google some papers on it, that will be some of the thickest welds you will find,
