No one’s considering that how this is impacting the new candidates. If you already know you wont survive outside, dont go at first place and waste seats. In this case if he left one seat now and join another aiims, then its fine, that vacant seat will add on next norcet.. But problem happen when u know some aiims candidate, active nursing officer get good rank also but ultimately they don't get their choice 1 st option so they dont move for document verification, that moment is a loss for any unemployed candidate 😊
