Water can normally form in the compressor tank it is important that you empty the tank once a month to prevent rust if you leave the water in the tank it can rust and corrode the tank when that happens the tank can explode

What do you mean your air tank? Is it a traditional expansion tank for a water system? if it is an air system no it is not normal, you should drain your tank periodically as water will rot out your tank and cause weak points causing a failure (explosion).

It depends on how much humidity (moisture) is in the air you’re compressing. There should be a value on the bottom to clear this once in a while. If you’re using air for painting it’s not good. There are filters to catch the moisture. Either on in or out.
