take a hacksaw blade and carefully cut the inside of the broken off pipe fitting stopping just before going all the way through. then take a small cold chisel and work at folding the fitting in on itself. dont try and unscrew it from the cap

Oh yes, i believe you installed this about 4-5 yrs ago, and you had the same problems and replaced it new. My suggestion would be instead of pipe dope, use antiseaze on at the bottom and a brass nipple

Try a pipe nipple extractor from home depot, or if you can break the rust free I have used a flat file tapped in gently to grab the pipe and spin the piece out.
