Air Traffic & Surface Occupation: Ground Installation Visits (Time lapse)

A future update to Air Traffic and Surface Occupation will allow ships to randomly visit stations if they are within range.

Not in these mods (this is mostly to make things 'seem' more alive), but the framework does allow some of the things you suggested :)
