Air cooling is superior for low to mid end builds. Cost to performance is what matters.

So this isnt entirely correct. Unless youre going full custom loop the cooling performance is basically the same as a top end air cooler. Also there are moving parts in an air cooler (fans). Air coolers are harder to ship compared to AIO or even some full custom loops due to the weight on the CPU socket potentially breaking the MOBO in shipping/transport. Custon water cooling also requires maintenance. E.g. changing the liquid. As a result its harder to sell onwards as alot of people dont feel comfortable watercooling.. Also if you get new components you may have to buy new kit for watercooling. However in cases where theres limited airflow or space for the CPU it can be super useful to have an AIO.
