TheCitedAviator the submarine (I don't know if cannon ) is in the game but it's not drivable for obvious reasons and it is a non combat vehicle. which like you said makes no sense as it's over 500 years in the future.

DragonGuy GTO plus one shot wouldn't kill a spartan even without shields even if they were wearing the incredibly obsolete mk4 suits that had the least shielding and least durability after the shields fell they could still tank those shots with 0 difficulty.
