Dont forget that you can plug these sdr dongles into a raspberry pi and also on mobile phones in combination with a sdr app.

Yes it can. You can use windows/Linux based program called DSDplus which is a DMR/P25/NXDN decoder with a spectrum. You can load up some Frequencies into a list and it will scan and decode the digital voice transmissions.
