Not really. Shinigami with broke Shikai usually have a heavily flawed Bankai. It is the case with Shunsui, it's the case with Soi Fon. Not every Bankai is an improvement to the Shinigami, working more like a tool for very specific purposes instead.

His Shikai was essentially a god-like ability already and his monstrous reiatsu made him physically untouchable to almost everyone, add in Kido proficiency and Hogyoku fusion. One could say he didn’t even need one or with his ability made people believe he had one.

It require him to lie and decieve first for it even to take effect, it's hard to activate on an actual fight where the enemy can stop it's activation and prevent the effect. More importantly. Aizen himself has shown that these effects an be countered, it's just that he is the only one who knows how to do that. Much like he has literally explained that Barragan can in fact be stopped and countered through reiatsu manipulation, no one else but him knows how to do that though, although I'm sure Mayuri and Urahara probably knows how to do it as well as they most definitely experimented with simiar effects once, specially Urahara who can perfectly manipulate and replicate a Cero, without the need for hollow powers

Where did you get that from, the release just has to be witnessed once to take effect and then it's permanent. And although this was never used later as a plot point, in the "invasion" arc where they first go to soul society, it's explained that shinigami who have attained enough power to learn bankai can release their shikai without using the command phrase (it happens when Renji fights Byakuya). Aizen can literally release his shikai and use its abilities at any point that he desires, without speaking the command phrase, as evidenced by the fact that he put Yhwach under complete hypnosis without ever apparently performing the 'ritual.'
