My honest thoughts? This event seemed buggy. The newly-formed excresence blockades don't behave like proper tiles - All they have coded is "operator can deploy on it". The duplicates from Muelsyse, the doll from Shamare, they can't be placed on newly-made excresence blockades. Which... is bizarre. It doesn't act as a proper high-ground tile.
