The same goes for all music directors of that era - the music directors composed the tune and gave it to the arrangers to do their magic.

Rafi Sahab and Shammi Kapoorji worked very closely. Usually before recording they used to discuss how Shammiji would perform on screen and Rafi Sahab being that sweet tempered man we all adore, usually listened to Shammiji and gave a lot of importance to his feedback. The only song which was an exception to this was "aasmaan se aayaa farishtaa" of the same film. So this was all planned by the maestros together.
