Because the virus is now inside the cell doing it's thing. Therefore the plasma concentration or extracellular concentration will be low of the virus but inside the cell or intracellular is where most of the concentration will be.

There's no carrier in HIV. You either have open or closed receptor which the virus attachs itself.
