...This is not how SimCity 3000 was layed out. SimCity 3000 was a unified interface that had no independent UI panels. We where way past the UI elements of SC2K. The UI was way more modern at that point and a lot of software stopped having independent panels at the time. This doesn't make sense.

You are indeed correct, this lay out was a design choice: firstly to make a more visually interesting video (allowing for multiple views of the same city) and secondly as reference to videos for sim city 2000 ep I did a few years ago which had a similar windowed lay out. 🏗🏭🏢🏨🏛
