There is so much empty land owned by the city that is doing nothing, check out erf 4724 and erf 70423. The first is an expanding informal settlement and the second is just lying around doing nothing. Both in prime locations.

City housing is meant for people who occupy jobs and need to stay near their employers. Jobless people don't belong in cities ... they must do subsistance farming in the rural areas ... where they come from.
