@salvobarr - In the Albanian Highlands the locals live by old traditions; I doubt that they would sell land for development. I doubt you plan to move there to live 365, but if you do, one of the locals might offer a small plot. The terrain is very rugged, highlands are full of history and legends, people are friendly and welcoming, so welcoming that the government had trouble building a hotel there, as the locals called it a shame to their hospitality. Only recently with the opening of Albania to the west; ex-pats have opened small bread & breakfast locations to accommodate the never-ending flux of thousands of westeners who visit the Albanian Alps. I have not been there in a long time, but the last time I visited it gave me the impression as being in a different universe; marvellous, legendary, worth going back. In this remote area it feels as time stopped hundreds of years ago, people and nature seamlesly become one, both beautiful and stoic. This video of RAI3 Geo sounded like a poem dedicated to Albanian highlanders there; well done.
