I have faced this bug too. You need to pick an extended mod and switch it between both guns a couple of times and then reload. You should be able to reload henceforth

The bug happens when the room leader is killed in game and sent to lobby And they decided to change the room settings from unlimited man to limited ammo and since there’s no ammo on the ground you can’t reload
