I also have the Kungbar that I'm trying to power Raspberry Pi 5. Using a USB-A/USB-C cable, I cut off the USB-A side and wired the red and black wires to the Kungbar terminals (with a 5 AMP fuse on red side). I installed Ubuntu to the Pi and when I boots up it complains that there isn't enough current. The Pi's included power cable says it emits 5V/5A. Yet the Kungbar is set to 5V but the reported amps are 0.6A. Why doesn't it pull more current so it doesn't complain?

There might be a number of issues. Have you looked into C.B and C.C type of current/voltage control? Maybe the power supply automatically switches to the current limited mode? electronics.stackexchange.com/questions/114916/what-is-cv-cc-in-power-supplies
