I agree 100% with Alex, the problem is lack of law enforcement. I think Jalas has been driving his luxury cars for a long time he has lost touch with the situation on the ground. The matatu industry is half controlled by thugs and mungiki and an A Citizen will not risk an argument with those guys. You stop the matutu by the roadside it will stop wether it’s full or not and once you are in you can’t get out for free. You’ll either have to pay for the trip and exit because you are obeying the law and pay for another matatu which you’ll have no guarantee it has an open seat. The reason the carnage is non existent in other countries is because effective law enforcement. On the other hand Alex was very disrespectful to Jalas and proud of him for not allowing anyone to bully him
