My concern with your take on this is that while the Romans were indeed very good, I would hardly call the Persian Empire ''weak'. Furthermore, Hannibal faught the same enemy (albeit under different leadership) every time, Alexander fought entirely different armies under different leaders with different styles and in different lands. In Most of the battles that Hannibal fought against the Roman’s they were about equally sized it was only at cannae where the Carthaginian were outnumbered so heavily.
