Legitimately he was a really wierd guy and that song & dance number at the end was making fun of his stage mannerisms and bizarre emphatic noises. This is the part of history that people really should have remembered; everyone thought that guys like him, Franco and the other infamous European dictator were just kind of goofy and harmless- like it was all some sort of joke. The aforementioned other dictator didn't end up with Charlie Chaplin's moustache by mistake, he wanted people to think he was a lot less dangerous than he actually was.
