try resoldering or replacing the crystal. No need to change the mem or jungle IC. If BPL tv old model, then there is a preset near the jungle ic which needs cleaning/adjusting or changing which varies the capacitance. Also, check cable which carries the RBG voltage, 1k and 9v. Then also check the drive voltage to base board 180v.
