I find it’s much simpler just to think of it this way: It’s not the final DIGIT, but the final WORD that the number ends on, that determines the case. For example: 11 = genitive plural, since одиннадцать does not end on the word один (even if the last digit is один). But 21 = nominative singular, since it does end on the word один.
