8 minutes. The time it takes for light from the sun to reach earth. No device is going decrease this time. In other words there is no aiming these devices as described in the story at ships before hand and hoping to hit them. All they could do is sweep it across areas in space hoping to hit something. Devices like they describe in the story could actually be built in near earth orbit and still obliterate anything with concentrated solar energy by having multiple units syncing up. Like vaporizing ants with a giant magnifying glass.

You are right about the 8 minutes. But if they fired it at say the moon and then redirected the engery from there. From the moon to the earth would only take a fraction of a second. But shut down would take 8 minutes and you would have to direct that engery for 8 minutes or blow up you own moon.
