Why should that apply uniquely to currency Exchanges? Syrian authorities levy a fixed amount of tax on businesses based on individual estimates on revenue/profit made by the ministry's employees. That being said, taxes were absurdly low for high income people. My father was paying less than 1% tax despite being rich. I think in the future it should be closer to 10-30%, maybe even more for profits of large businesses. That would incentivize reinvestment and increase government revenues and allow for more comfortable financing of government social programs, which will be absolutely necessary given the poverty Assad left the country in.
