Palestinians do illegal settlement building at a far greater rate than Israeli settlements. BTW Israel removes illegal Jewish structures. The PA usually ignores Palestinian illegal structures and forces Israel to remove them for optics. In Area C, one must have a legally defined and owned lot with valis building permits.
