So it depends on the context to which you are arguing. This case of public libraries has been widely debated as to whether it is a public good. So yes, while the books are limited making it non-rivalrous, this occurs pre-congestion. At the same times, certain libraries charge for subscription, some don’t making it excludable and non-excludable. Hence the better term to call libraries are club goods, but we don’t learn that here so it’s up to your own discretion how you’d like to argue it.
