We in China still have our own ninja wars and plan to attack each other, because the planning method is no longer the same. Just like before, some ninjas are strong and some are weak. I guess it thanks to Guy sensei and also Lee too I guess (likely) influence by. Since it both are only focus on hard style taijutsu. There is no wonder that Neji could also use hard style taijutsu sometimes. But instead he preference internal taijutsu instead most of combat. I remember that Neji also have a drill with Guy again it proves he actually learn the hard style taijutsu. I can surely said that wing Chun is external (hard style) theory speaks. And Neji family are baguazhang an internal (soft) martial arts. That also proves a explain that Guy and Lee taijutsu is based on what martial arts they learn (likely wing Chun capoeria and taekwondo and boxing too) whatever taijutsu that doesn't based on chakra rather the body begin with.
