If you are watching after the Boomeranger's Rework, all of the abilities remains the same. And yes Overstuffed Urn will spawn all of the new effects that are added in the Rework.

Boomeranger's blast bow effect reminds me of the Legendary explosive perk from Fallout 76 and how OP it was. It had the exact same effects too, double damage and explosive radius on all guns

i have craft 4 crystal ring and they all have only overstuff urn and blast blow,it was glitch or something?
