Imo the best car is the mini tank. It has great maneuverability and is bulky. You can juke cars and tank their hits. If you are experienced enough you can kill cars without weapons, but it will cost some health.

Yes they take away the amount required to fuse a car. For example if you need 7 of the panther car (common) and you have 9 (max allowed of upgrade), then you will end up with only 2 left since you used 7 of them. If you use all of a cars upgrade amount such as 5 hovercraft's (5 being the maximum for epics) then you will no longer have that car until you unlock it again.
