Finally someone who says it! I hated it when they made her so clownish in the comics and she was the only one who had issues with her powers in New Power Arc! I loved it how much better developed she was in the anime / series. As you said she was the first to control her powers, the first to summon them to that extent and despite the fact she always cracks jokes and she is bad at school she is not the clownish immature girl they present in the comics. Being bad to school doesn't mean being stupid! In the comics I was disappointed at Irma's character development! In the anime she simply rocks!

No she wouldn’t but ok , Katara cand turn water into ice , heal, bloodbend , she is a master in waterbending , and yeah Irma might not need a source of water to use her powers , let’s just imagine they are near a river , Irma would make some water from her hands to win against Katara , Katara woul defend herself not being touched by water , using waterbubble , and then , she would have tons of water ariun her , Irma wasn’t able to defeat Cassidy because Casidy was stronger , but Katara would beat even Cassidy, and Katara has more moves than Irma does , Irma would just make a wave or will just try to splash her with a big amount of water , so that’s why Katara would win, I think the only gusrdian that would beat someone from the avatar world , someone that has the same element as her , would be Cornelia , cause she has plants too , she would beat any earthbender , okay , maybe except Toph
