No that’s not how that works. The ten tails is made of all the tailed beasts chakra. Not just 10% also the percentages of chakra each tailed beast had depends on their amount of tails with the 1 tail having less than 1% of the total chakra and the nine tails having around 50% of the ten tails chakra.
