I feel like that Nobushi didn't just "like to throw attacks" she used chip damage to ensure the enemy would die from bleed damage, and managed not to give him revenge in the process so credit should be given. The bleed wouldn't have been enough to kill them and good Nobushi's can use that extra chip damage to kill someone off in those situations
