Depends what type of person you are, For me i always check what character type i have less, If you lack of morale character choose puri puri, overpower choose metal knight, etc.. If i already have metal knight and silver fang, i will choose puri puri, i choose new hero over upgrade hero that i already got.. beside it will help you with quest, dispatch, and the ranking one(the boss battle near split and merge will, sorry forgot the name) If you like DPS, i suggest to watch a youtuber who have test them all and of course with equal equip/power

i suggest you to read the description before choose, you can abandon and pick again if you want, i didn't get that quest but some of them need hit 2 consecutive tap without making any mistakes / need 25k score / you need to take a hit 8 times before winning, so yeah.. i suggest to read the description first..
