As a manga reader I would disagree, Kokushibu ability wise, physical strength and speed speed are all inferior along with many others, Kokushibu was struggling against only 4 hashiras (he was still winning though) while Muzan was up against 6 hashiras + (most) the Komoboku squad and was being weakened by a poison and was barely struggling
