His ability is basically luck manipulation. The more good luck, or bad luck a person has, himself included, the more things he can do by transforming it into the opposite and thus "balance the scales". For example, Cang Du survived an attack that should have killed him, and blocked an attack from Jugram. Thus, Jugram declared that to be 2 counts of good fortune and promptly turned it into misfortune by negating Cang Du's ability so he could be killed.

Another way to look at is he controls karmic balance. If you do good things, good things will happen to you. If you do bad things, bad things will happen. If you do nothing but good, something bad with happen. If you do nothing but bad, something good will happen. Jugram decides what happens to you depending on how much good or bad karma you have. In other words, he buffs/debuffs people any way he chooses.

Antithesis - Designates two targets and reverses events that happened between the two, like if an opponent injures Uryu, he can use Antithesis to reverse the situation where the opponent is injured and he isn't. Balance - Absorbs misfortune towards him into his shield and redirects it to anyone experiencing good fortune around him, like his opponent.
