You should get 2 during the story. These are the other 8. You might want to double check all locations again.

There are 10 in total. You should get 2 during the story. The other 8 are shown in this video. You might want continue withe the main story or double check all locations again.

How do I get to the ice caves

There is an elevator in Windswept Ruins and one in Crash Site that both lead to the Ice Caves. You can also slide down next to the elevator in Windswept Ruins.
