@frankm6846 Absolutely. Me and my missus both are using Fi federal forex debit card + Niyo global credit card. Both work seamless for overseas transaction / cash withdrawal. We thoroughly went through the pros and cons.

If you will open a bank account in Dubai, it would be ideal to have it there. But otherwise, take a forex card from India and load money per requirement.

I’m shifting from India to Hongkong ! So I would take a card issued there from a local bank . But what if I want to send money to India now and then to my family. Which is the best way and any card suggestions to take from here

You could enable international transaction on your debit and credit cards but they charge 2-4% per transaction and GST on that too; so be prepared for that. To send money overseas, I use Wise or Revolut. You can use the link in my description to get some bonus I think.
