mostly you can transfer INR to bank and they will convert into Eur when they trasfer it to German Bank, before flying from India you have to provide just iNdian adress and once after reaching Germany you have to submit official registered home address in Germany as proof

you can get excahange in airport or in thomas cook something like this, in metro you will find many exchange centres and regarding hostel...yes you can use that adress for registration and all
