I am getting into civil defense stuff and I have a question for you, I have a fallout shelter in my town and i was wanting to ask the city council if i could go down there and check it out. What do you think the best way of asking them would be?

Is there a shelter sign on the building? If there is just ask whoever is in the building. If its a city building i would do the same. Just ask the occupant about it. I don't think the city council would know what you are talking about if you went to a council meeting and asked. Whoever is in the building probably won't know anything about it either. Its probably just a basement area with a boiler in it anyway.

Just wondering, what city was the Valley View thunderbolt originally at before it was refurbished?

I explained it on my site. Valley View had a pile of old sirens we used to assemble 3 usable sirens. I don't know where those came from.
