Yes. In the comics it’s explained as a combination of both. As a baby Apocalypse’s ai computer bonded with Cable’s bionic parts, so when he was a teenager the ai computer started helping Cable and he nicknamed the ai Professor. So between his training with his telekinesis and telepathy combined with a built in computer attached to his bionics it’s all part of his abilities.

In the comics, he has / had a techno organic virus ( nanomachines ), slowly converting his body into a machine. He is / was constantly using his telekinetic abilities to keep the spread / infection at bay, which is probably why he doesn't use it very often in the movie, depending on how close the comics this incarnation is.

Nah this live action version is way different from the comics and the 90s and 97 series. For starts, it's very vague whether this Cable is still a telepath and telekinetic mutant or just an average cyborg with no techno organic virus inside him, and no mention of his real name being Nathan Summers or his relation to Scott and Jean/Maddie. Plus the fact that in here Hope is his biological daughter from the future instead of adoptive daughter from the present like in the comics (she was born from a random firefighter from a small town in Alaska).
