Not all but most of the govt. offices work professionally. If your documents are ok then you will not be hassled. But documents are always having some issue. In those scenarios, govt. employees can help you but it takes time. This is the reason people have to go multiple times. For you, a difference in documents might seem a small thing but for govt. officers it becomes a major issue. He can always be interrogated for the basis on which he has cleared the documents and there ease of doing business and facilitation doesn't solve their problems.
