Normally, consolidators deal with private fares that can't be published. So, these fares can become a part of a package tour. And agents add markups to those. Or they can earn on upselling extra services that go with the tour. Another scenario is when these fares are sold over the phone. Agents can add markups to them. Could you explain in a couple of words the problem you're trying to solve? IATA certificate is proof that a travel agency business is trustworthy and financially viable. It's not some kind of an educational certificate handed to an individual.
